Family reunification for step child & spouse

My partner & me are getting married in a few weeks in African, & we intend to apply for his family reunification soon after.
He has a son who is 15 years old that he maintains & cant leave behind.
How do i apply for both of them? The child is my step child, do I need to adopt him in africa or how do i sponsor my step child?
I want both of the applications to be done at the same time, cant be leaving him behind for any reason.
