Regarding Tier 2 re-entry after completing the cooling period

Hi,

I have left uk after completing my 5 year tenure on ICT tier 2 on 31-dec-2-17

I know that i have to give one year cooling period to re-enter. But my query he is can the visa processing for the next entry can start prior to 12 months like in 11 month and for the re-entry after 12 months?

Please kindly advise on this so that i request my employer accordingly.
