Serial Loop between Tech Nation and Home Office

Tech Nation website asks for filling the Home Office application before filling the Tech Nation form.

The Home Office form asks for the date on which the relevant competent body (Tech Nation) has endorsed you!

Can someone suggest how to get out of this quandary? Or am I reading something wrong?

Are you sure you're filling out the stage 1 form?
