asking for Uk residency Card while on Touristic Visa ?

Hi everyone !
I'm coming to you because i need some help.
My husband (non european) is coming to see me in London at the end of the month. I'm french, living and working in London. We are planning to ask for the Uk residency card for him to be able to move in with me.
My question is : Can we apply for the residency card after having entered the Uk with a touristic visa ?
some people told me my husband might need to ask for a Family EU permit to enter in uk before applying for the card ? Is it really necessary ?
