Help!! Passport Application for my child

My child got his citizenship application approved and I want to apply for his British passport. However, his Nigerian passport is with the Home office in support of his mother application.
Can I go ahead and submit his passport application and a photocopy of his passport and mention about it in section 8 where more information is needed.
