Missing COA - should I worry?

Hello all,

I have applied for PR as the non-EEA family member of an EEA national. Our application went in through the European Passport Return Service on 08/05/18. I submitted my biometrics 11/06/18 (the first request from HO must have gotten lost in the post). Since then we have received no communication from HO or UKVI. I called the 'advice' line today, and was told 'not to worry' because these things take up to six months. However, on all of the timelines I have read on this site, a COA is issued promptly.

1) Should I worry?
2) How do I get a COA?
