2 x 3 Years DLR

Dear Friends,
My brotehr was granted 3 years DLR extention in January 2018. The initial 3 years DLR expired novembr 2016 and Home took an year to grant hie further 3 years of DLR. my question is that can he apply for ILR end of this year 2018 (after completig 5 years of DLR) or he has to apply after completing 6 year?
