Extremely urgent - Flr FP withjout passport

I have a quick question, Can someone apply flr fp application without a valid passport,
We do have expired passports but not valid pakistani passport. Can we still make application and put in old passport number.

Is Nadra card valid?

If so, this is a valid form of I'D

Alternatively get it renewed. It'll take 2 weeks to sort out.

Yes we do have nadra card. Can we let home office know in "further information" that we have applied for pakistani passport and as soon as we receive the passport we will send it to home office

You really don't need to. A national ID card is a valid form of ID, but yes, explain why you cannot send it in but you will NOT have a problem submitting a FLR using a VALID National ID card.
