Lost old passport can apply for UK visit visa with new passport

Hi All,

I am a British passport holder and planning to bring my father (holding Indian passport) to UK. My father had renewed his passport in 2017 and unfortunately lost his old passport. Now he has only got a photocopy of the photo page of the old passport. He has registered a police compliant regarding the same.

My query here is
1) If he can apply for visiting VISA with his new Passport without having his old passport containing previous expired ViSA information.
2)Does FIR police registration is required for lost passport
