Invited to submit passport during Administrative Review

Hi there,

I applied for the UK Tier 1 Entrepreneur visa which was refused due to irrelevant grounds and hence I applied for an administrative review. I was then called in for an interview 2 weeks ago. Yesterday I got an email from the embassy telling me to submit mine and husbands (dependant) passports to the visa application centre in Riyadh.

I am away on holiday(in the UK) hence wont be able to do that for another 4 weeks. But just wanted to check, does anyone know why they have asked me to submit my passport? Is the decision making process complete?

I will appreciate any help.
