EEA Retained right of residence

Guys I need help

I came to this country in 2004 as a student
married to My ex EU GF in October 2009
Received EEA 5 yrs residence card in June 2010
separated from her in 2011 April
Still legally married ; not divorced yet officially

and since then I didn’t hear from her at all .
In 2015 she contacted me asking for divorce but she wasn’t working at that moment so told her to wait Because I knew I won’t get ROR if she wasn’t working at the time of divorce Finalised

I don’t think I can apply for PR because she wasn’t working continuesly for 5 years and she won’t help me with any documents for sure because she previously declined many times

I looked at online and found this . Can you please explain to me I don’t understand all the law wording : Baigazieva v Secretary of State for the Home Department [2018] EWCA Civ 1088

Does that mean I don’t need her documents when I apply for ROR ? What are my options ? Please advise
