Time limit for re apply

Hi everyone
I hope anyone can here give me some advice
I recently applied for my sister as a eu extended family member from UK she had 6 months which expires in june and home office refused her visa with reason they said i haven't send my original passport or id card they give re apply options but there is no time frame my questions is can i apply after 28 days time or its should in 28 days thank you for your help

Yes she is she had a 6 months visa eu family permit as a extended family member which expires in june 2018
