Change of tier 4 sponsor

I got my tier 4 visa Jan 2018 - August 2020 for a university in the UK and i failed a course and have been told I will need to take 1 year off to rejoin next year September. This will impact on my visa and I am not willing to wait for 1 year. I have applied for the same course at other universities within the UK and aware I will need to apply for a new tier 4 visa which will be tied to my new sponsor. My questions are;

1. Will I have to pay a new application fee and NHS Insurance again considering my NHS insurance I paid is till August 2020?

2. Will my dependants also have to reapply with me or they can still use their dependant visa which was issued June 2018 till August 2020?

3. What is the average processing time for this?

I will appreciate if my questions can be answered. Many thanks

Yes.

Maintenance is the same for all applications, but but cannot apply from the UK, only from your home country. In order to have academic progression, you must have completed the course for which your original leave was issued.
