ILR 10years Route

Dear Gurus
Im bit confused now, Can you please advise if iam eligible to apply for ilr under 10 years route. Below is my immigration record

Came to UK as a Student - 2008 Oct
Continued as student till 2012 Mar
My wife joined mt in 2012 OCT
Got PSW Till 2014 Mar
Apply for Tier2 General and got visa till Mar 2017
Apply for Tier 2 General Extension and home office visited and suspended the Licence
Tier 2 extension visa application rejected - July 2017 saying the position is not Genuine
Applied for Admin Review and got rejected and asked me to leave in 14 Days
Applied for JR and the case was accepted and at the same time applied for FLR FP to continue my legal status.
Homeoffice withdraw JR and agreed to reconsider my application.
FLR FR Withdraw as homeoffice agreed to reconsider Tier2 Application - Nov 2017
Home office curtailed company licence - Dec 2017
Served Fresh Decision with rejection saying that the cos is invalid as the company dont have valid licence - Feb 2018
Applied for Admin Review and got rejected and within 14days asked me to apply for new application or leave the country - Mar2018
Within 14 days of Admin Review refusal i applied for FLR FP to continue my legal status and the decision is still pending.
I am eligible to apply for ILR 10years route in Sep 2018.
Please can you check my record and le me know there is any issues if i apply for ILR
Currently im not working and unable to afford solicitor fees.

No. You are not eligible for SET(LR).
For SET(LR) you need 10 years of lawful residence but you became an overstayer when your admin review was refused in July 2017. Since then you have no lawful residence in the UK so you are not eligible to apply under SET(LR). You seem to erroneously believe that because you applied for fresh applications somehow that changes your status

Thank you Zimba for your quick reply, In Nov 2017 whem home office withdraw their JR, they agreed to serve a fresh decision on my tier 2 application and also agreed to continue my lawful residence till new decision. I got the agreed sign copy from homeoffice regarding this matter. In this case i think im not an overstayer, please let me know your views.

Your status is determined within the rules in normal circumstances.
Any exception and discretion will be applied outside the rules and by the HO. You can try SET(LR) at your own risk
