EEA Family permit?

:roll: i need help Guy's!
My Brazilian girl friend has just completed her Biometrics! We are both currently in Belfast! In the UK! She needs to go back to Brazil for a few Week's flying from Dublin! EU!
When she arrives back to Dublin airport Ireland to bus it up to Belfast! ( technically Europe to UK) does she need to apply for a family permit to enter uk via Dublin immigration?? Or is her COA ( certificate of acceptance) enough to show she has a process ongoing? We are lost as to what is the right thing to do! Many thanks

EU law has nothing to do with the question. As Brazilians are not visa nationals, she does not need permission to cross from the Republic to the North; this has nothing to do with Schengen or the EU. The question is whether she needs a visa to enter the Republic. The problem is that if she entered the British Isles at Heathrow, she could be refused for attempting to (resume) settlement in the UK; I fear she could be refused entry at Dublin because she would be refused at Heathrow. I think this question should be in the Ireland forum.

Appreciate your reply! I was thinking the same thing.
I sent an email to immigration in Dublin airport & was surprised by their response.

"As I stated in my previous reply "It should be noted that entry to the
State is at the discretion of the Immigration Officer at the port of entry.
Each application for entry to the State is assessed on its own merits
taking all relevant information into consideration, including the details
and duration of any previous visits to the State."

As this line suggests we do not operate a pre-clearance for entry into the
State. Thus I cannot give you a definite answer on the question of re-entry
into the State. However provided you can show evidence of residency
application and if required the relationship everything should be ok.

To me this is as good as I could wish for! It would be hard for them to refuse entry with this email!?
