First tribunal is not accepted, but got right of appeal !

Hi,

I have applied for sole representative visa from pakistan. i got refusal and right of appeal, i applied for appeal with in time in june 2018 , yesterday i have receive a letter of rejection that i dont have right of appeal according to change in rules after 2015, and they took this decision on the basis of visit visa application which i have never submited . please gurus can u explain me what i can do next ,
they did a mistake in sending decision, now which form i use to apply for first tribunal, and if anyone can help me with the covering letter explaining what has happened. which form should i use to explain my point of view to first tier tribunal.
