Collection of BRP by Parent for Minor

Background - International Student got school admission to Year 9 under Tier4(Child) visa category.
Student is minor 13 yr old. In letter from home office, it is mentioned to collect BRP from post office after arrival within 10days. Being minor student can not collect from post office. His father is on tourist visa to drop him to UK.

Can father go to post office and collect BRP? Does father need any authorization or permission letter from home office?

Please let me know urgently as student is travelling next week.
