EEA Family Permit for wife of permanent resident while both abroad

Good afternoon,

I lived in the UK for over 10 years, I have my EEA Residence Document (I got it after 5 years of continuosly living in the UK). Between 2015 and 2016 I spent 1 year in Brazil then went back to the UK for just over a year and then went to Brazil at the end of last year again. Me and my wife have decided that in our son's best interest we should settle in the UK. We have a few doubts regarding the process. Can she apply for the EEA Family Permit while I'm still here so we can travel together? Also, in regards to our son we are unable to get his Polish passport issued here due to the huge distance and cost to travel to the Polish embassy. He has a Polish birth certificate, Polish ID but will be travelling on his Brazillian passport as he has to leave Brazil using it. Should my wife add him as a depedant child with the nationality as Brazilian? Lastly, is there a possibility to take my mother-in-law with us to the UK in the future? She lives with us and being our son's grandmother we would like him to grow up with her around.
