Professional referee, MN1

Hi guys,

I received my ILR two months after my daughter was born in UK. She's currently on Indian passport, but I am trying to register her using MN1.

I am having trouble finding the professional referee though. GP, and health visitor have refused to give one. We don't know any social workers or religious leaders. The only person who is willing to give is her child minder. Can anyone confirm that a registered child minder qualifies to give a reference? Other alternatives readily present for me are my close friends who are professionals but know my daughter since her birth at a personal level.
