Visa under human rights

Hi,
I am asking this question on behalf of my sister. She is in UK for 9 years. Her appeal is allowed under human rights. It took very long time to get this visa. She never been illegal in the country.

During the visa process, her husband, who was her dependent, returned to Pakistan due to his mother's health.

Now she has the visa. She has two kids who are born here, but they do not have visa. Her husband is in Pakistan and willing to return to UK.

Kindly guide us that

(1) How can we apply for the visa for her husband and kids?
(2) What is the maintenance requirements for her kids and husband?
(3) When will she be able to apply for ILR ?
