Are grand parents allowed to bring infant without parents present?

Hi Guys,

We have a peculiar issue.
Both me, my wife and our 1st son have ILR and our second son was born in india and we have applied for settlement visa which is taking more time than usual to get approved.

We are thinking that my wife and my 1st son can travel to uk because we dont want to miss his reception school start , The question is , can my wife's parents bring the baby to uk themself without the presence of mother or father ? If yes is there any documents they need to carry , like a content letter

they will need an affidavit to be able to travel with them. Hope this helps!
