Gap between Stamp on Passport and Letter from INIS

My stamp was approved on 16/01/2013 and I got the stamp in my passport on 4th of February.

Can the above gap of 19 days be covered by the letter from INIS and do I need to submit a copy of the same?

Days are covered and send them a copy of letter thats important
