Can Tier 4 visa apply from outside home country?

HI All,
Im Venkat, Im an indian passport holder and working in Malaysia under Malaysian work permit. Now planning apply UK student visa. May i know can able to apply visa from Malaysia instead of go back to home country and apply. Because i need to submit the passport to immigration and wait for 20 days for decision as im working in Malaysia very hard to stay for 20 days. Any one please help me in this case.
