Visa for adult dependent brother

Hi everyone,
I am a british citizen. I have a dependent brother who when arrived in uk was under 18 and got the 5 years residence visa. Now i need to apply for his permanent residence but he is over 21 years old and working a really good job earning more than 25k per year. What are the chances of getting his application approved and getting the visa?

What visa did your brother arrive on? What is the UK immigration status of the parents? What nationalities does he and you hold?

He is indian national and arrived in the uk as my Dependent when he was 16. I am his only relative and guardian. I am British national and he is indian national.

Didn’t they grant him an Entry clearance endorsed with an ILE observation?

Is he leading an independent life?
