IELTS test scores

Hi,

My wife's uncle is in the process of applying to migrate on visa 475 through a migration agent. He scored 5.5 in his IELTS test, and now the migration agent has told him he needs to pay an english tuition fee because he didn't score 6.

I've contacted AMES in Melbourne, and we're fine to pay the fee, but they told us that his wife will also need to sit the IELTS test at some point and she may also need to pay for the english tuition fee. Someone told me that the spouse (if they're over 18) only need to achieve a mark of 4.5 on their IELTS test. Can anyone confirm this?
