Confirmation if public funds can be accessed in flr (FP)

Hello,

I just wanted to know that if any public funds can be accessed if on flr(FP) like child benefit etc. Secondly what will be the status of uk born children if either a parent gets flr(FP)?

What is the visa / citizenship status of both parents?
