Is it my house overcrowded?

I have a query on accomodation requirement for a family consisting of Couple with 3 kids (4 year old twins boys and 2 years old girl).

We living on sharing house of 4 rooms and living room,we occupied the top floor which consiste of two rooms, bathroom, toilet and small Spam.
one room for me and my wife and the other room for my 3 children
the other 4 tenants occupied the first floor on 2 rooms(each room 2 person)

I am planning to apply for my wife ILR after finishing her 5 years spouse visa (2.5y+2.5y) begining of next year
I have seen the guidence on overcrowding but not sure if our house may considered as overcowded!!
on total we have 5 rooms including living room occupied by 8.5 person
the probleme Iam using exclusifly only 2 rooms and my 3 childen sleepping toghether in one room,according to the guidence on overcrowding each room should be occupied by maximum 2 person
my 3 childen represent 1.5 person (as one child under 10 years is considered as half person)
any one can help if my interpretation to the guidance is right?

with an additional 2 persons for each room in excess of 5.
A child under the age of one does not count as a person. A child aged 1 - 10 years will count as only half a person.

You require 3 bedroom (2 for the children, 1 for husband and wife)

A living room can be used as a bedroom too.

Is the accommodation registered with the local Authority under Housing in Multiple Occupancy (HMO)? I don't believe the living room can be considered as a bedroom if it is shared with the other tenants.

You also need to consider that the size of each room must meet the minimum standards for HMO properties. Many local authorities already apply the minimum 6.5 square meters per room requirement for one person and 10.23 sq m for two persons, which will be mandatory across the UK from October 2018.

My main concern is my 3 children sleeping in one room is consideredas overcrowded!!!!!
according to overcrowd guidence the child is considered half person till he/she become 10 years old, my 3 children is under 10 years (twins boys 4years and girl 2 years) so they represent one person and half on the calculation which is uner 2 person on the same room
If my interpretation to the guidence correct the house is not overcrowded and my 3 children sleepong on the same room is not problem at al!
Any thought about this ?

Is the law changed for considering child between 1year and 10years as half person?
If not why they cant sleep my 3 children together on the same room

If this is in relation to a family visa application you will need to provide a Property Inspection report.
(Casa, not CR001)

Yes it is , my wife is going to apply for ILR after finishing her 5 years spouse visa
I provided a property Inspection report for the last 2 application (spouse visa and extention) and i will do the same with her ILR

My questions is my 3 children sleeping on the same room is or not considered as overcrowded?

(one room for the couple and the other room for my 3 children)
the other 4 tenants occupied the first floor on 2 rooms(each room 2 person)
Each room meet the minimum standards for HMO 

In total we are 7.5 persons on the house of 4 rooms which is not considered  as overcrowded according to Home office guidence 

my main concern is  about my 3 children sleeping on the same room (1.5 persons)
According  to the guidence each child is considered half person under age of 10 years


Will be considered overcrowded ?

I have been advised there is no need to provide property report even you are living on the sharing house
filling the section C8: accommodation on the set(m) application is enough or I still need to provide tennancy agreement?
