Settlement Visa: Criminal Record Certificate

Hello All,

I just read a thread (now locked) where a guy listed the documents sent for his Russian wife's Settlement visa application. Included was a Criminal Record Certificate.

Is this really necessary for a Settlement application for a Russian wife, or was he being over-cautious?
