EEA Entry Clearance application

Dear Sirs
Please note that Mr xxxxxx got married in Bangladesh, Mr xxxxxx was granted Resident Card as a Family Member of an EEA national ( his father is a EEA national) . he wants to bring his wife from Bangladesh. Is it possible to bring his wife as his dependant or his father's dependant?
