Tier 2 Rejected

Hi
I came to the UK as a Tier 4 student and competed my course. Before my Tier 4 expires, I have submitted an FLRO application to home office. Later home office makes this application as invalid, the reason they mentioned is not received the payment. As by my solicitor's advice l have submitted another Tier 2 application as a nurse and home office rejected this by saying overstayed in the country more than 14 days. What to do? Please give me advice
