Is Start date on FPS Report Mandatory?

Dear Immigration Gurus,

Per Statement of changes to the Immigration Rules (HC309) dated 11 January 2018 regarding Tier 1 (Entrepreneur) migrants-

"An amendment is being made to the requirement relating to Real Time Full Payment Submissions, to reflect the fact that these documents do not state the employment start date;"

doe it mean Start date on FPS Report not Mandatory as different payroll softwares provide RTI reports in different formats

The only Ideal payroll software has been Moneysoft to meet the requirement.
Question is Can applicant rely other software generated rti reports too due to the above change in immigration rule?

But the problem is report is in XML format which is not easy to read
is XML report acceptable?

I suggest to highlight the bits that matter. I also think it is better to make a readable document yourself and attach it to the file
