I have received Consent order

I applied for tier 1 entrepreneur visa and received consent order from the secretary of the state of the home department on 15/9 with the following things:

UPON the Respondent agreeing to reconsider the applicant’s application within the three months of the date of sealing this consent order, absent special circumstances;

BY CONSENT, it is ordered that:
1. The applicant do have leave to withdraw the above numbered claim for judicial review
2. No order to as to costs

I have agreed to fulfill the given conditions but I am still confused about the further procedure and even my lawyer in India is confused.
