30 Hours a Week

Dear Friends,

I just want to confirm from the seniors about the employee hours per week. I got initial visa in June 2014 but i applied in July2013. I got in appeal.
My ILR is coming next Year. I can apply it in May 2019 on 5 years base.
I just read the ILR policy for Entrepreneur Visa holder. It says less 30 hours a week will be considered part time job. I got extension last September and since September 2017 i have one employee 20 hours a week. I had another employee From September 2017 till May 2018. She was also on 20 Hours a week.

So according to the new policy. Are they part time employees?
If two part time employees work for two years. Do they become two full time employees or more than 3120 hours from one employees or two will be considered as a full time?
I am in the Pre April 2014 category.
