In theory, the 5 years start from the date when you started exercising treaty rights - so, from the day when you started working.

In my case however - I applied specifying that my QP started from my first date of empoyment (February 2010). But when the HO issued my EEA (PR) card and letter, they actually made my 5-year QP start from the day I arrived in the UK (January 2010). I didn't send any evidence of job seeking for the first month.

If you were job-seeking when you arrived and you have evidence to back that up - you can count the initial job-seeking period too.

That's fine - just put the date when you arrived on the form, no need for evidence.
