Naturalization through Irish Associations

Hi everyone! I hope someone can answer my question.

I came in Ireland at the age of 21 as a dependant of naturalised irish citizen parents, i am now holding stamp 4 and is turning 23 this year, can I apply to be a naturalized citizen through Irish Associations? i read somewhere that i should apply before turning 24. i hope someone can help me with this.
