Tier2 ICT Delayed for spouse and under review status

Hi All,
Seeking your valuable advice and suggestion on my current tricky situation.
Tier 2 ICT visa biometrics done for my spouse and child on 24th Sep 2018 in Hyd.My child visa received on 8th Oct but still no news on my spouse visa. I called UKVI paid customer service today and they said my spouse application is "under review".
Can anyone please share what it means and is this final stage as customer service not sharing any info apart from Under review status. We are panic as almost 17 working days completed.

Finally we have received visa for my spouse with stamped after 28 working days. I doubt delay could be missed nhs treatment documents though we mentioned for treatment question as yes. Be cautious while filling the form and cross checking supporting documents attached otherwise it could lead panic,frustration and test your patience level...cheers.
