Working in Australia with unskilled partner

My partner and I have been looking at emmigrating to Australia. I am a Beauty Therapist NVQ Level 3 and he works in Admin (as a Civil Servant).

Beauty Therapists are not on the list of skilled trades required. I have the potential to be a Spammy Spammer therapist which I believe to be on the list of trades.

We would like to work in Australia perhaps leading to settlement, but do not want to take the working holiday maker route.

Can anyone suggest a way around this? On the presumption I can obtain my qualification as a Spammy Spammer therapist, can my partner enter as my dependant and work in an office based/admin job or will he also need to be in a skilled trade.

Any help would be much appeciated.
