British Naturalisation - Referee with Professional Standing

Hi,
I am trying to fill the online AN form.
My doubt is regarding the referee with a professional standing.

The online form defines it: "Give your second referee's details. This referee should be a person (of any nationality) who has professional standing. This can include a minister of religion, civil servant or a member of a professional body such as an accountant or solicitor (who is not representing you with this application)." - Does it mean the person can be from my Origin country? Or the person must be residing in the UK?

However, the below link says both the referees must be British passport holders?

Which of the above is correct? Please advise..

From the list of acceptable professional person, it is evident that a manager can be a professional person.
