Tier 2 PBS 3years IHS fee

Hi Sir/Madam,

Currently, I apply for Tier 2 PBS VISA for my wife and kids. There have a problem with IHS fee.

The instruction tell me that the fee is 200GBP/year, my VISA is Tier 2 (Intra-company Transfer) visa - Long-term Staff up to 3 years, it should be 600GBP totally.But when I entry to the IHS payment website, I must pay for 11268 CNY(about 1200 GBP).I find that the IHS fee will increase to 400GBP/year from December 2018, But why it happens from now?
