Tier 2 dependant to ILR - 5 years route - when to apply?

Hi

Your advice/experience is appreciated for my following case:

Wife has her Tier 2 dependant visa issued on 19/12/2013 but only arrived in the UK 7/2/2014.

Can I submit the online application today to aim to book for an appointment around 22/11/2018 which is 28 days before the 5 year visa anniversary?

Or I actually need to apply the same logic to the UK arrival date rather than the visa issue date?
