EU Residence card but Thai Passport -for the UK?

EU Residence card but Thai Passport -for the UK?

My thai partner has been given an eu residence card in france ,she does however still have a thai passport.
Is she able to come to the Uk on the strength of her eu card alone, or does she need to get an eu member country passport first?

Is this just for a visit? Then she can get a UK visit visa to be stamped on her Thai passport at a British embassy in France.
