According to the gov.uk, (https://www.gov.uk/guidance/ukvis-new-f ... ed-to-know) under the new service, there are mainly two steps.
Step 1
1. make the online application through gov.uk
1.1 Under the new service, you’ll make your application and pay your application fee online
1.2 this will also include your biometric enrolment fee (if applicable)
1.3 You will also have to pay the immigration health surcharge (if applicable) online before you make your application
1.4 include your reference number on your online application.(I think this about assigning a reference number for your application?)
Apparently the online application wizard has following stages:
1.Start - create an account
2.Application
3.Documents
4.Declaration
5.Pay
6. Download and print
We can expect some kind of a completed application form at the end of the process.
Step 2
2. Create an appointment
2.1 You’ll then be directed to Sopra Steria’s website to book an appointment at a UKVCAS centre.
2.2 At this stage, you can choose whether to purchase added-value services. (These services will only be available to applicants using the UKVCAS service.)
My original question, what date from these milestones/stages considered as the application date?
Perhaps I am jumping the gun. Government's lack of communication during this process makes it really harder for people. Just waiting for more information in next week.

I think you are OK to proceed with NCS because, correct me if I'm wrong, it involves the paper application, not the online application. NCS is a process that provides some expert checking of your application and supporting documents.
