Can I extend FLR (M) through premium centre whilst my ILR (Long Residence) application is still under consideration?

Can I extend FLR (M) through premium centre whilst my ILR (Long Residence) application is still under consideration?

Hi there,
I have applied for ILR Long residence in July 2018 and my current Dependent visa (British Citizen Partner) expired in August 2018. In August, i have received exceptionally complex issues letter which will take more than 6 months to process my Application.
My query is can i still extend FLR(M) visa through Premium centre even though my ILR Long Residence application is still under consideration in Home office?
Note: My passport is still with home office
Please kindly advise? Thanks

You cannot use premium service centers (PSCs) when you have a pending application
