1Does he need to write IELTS? Yes. A1 level English
2 how much fund i should have ? You need a minimum income of £18.600 p.a, or without earnings, savings of £62,500 which have been held in an accessible account for at least 6 months.
3 How much it cost for ilr dependent application? There is no category 'ILR dependent'. Your husband will be applying for a Spouse Settlement visa. The visa fee is currently £1,523 + £600 NHS surcharge. The surcharge is expected to be increased to £1200 sometime later this year.
