Second 5 year card after the death of a spouse

My husband and I Arrived to France 15 October 2011. He was British, I'm Russian. And we lived here till his death on 18 September 2015. When we arrived my husband was 60y.o. He took early retirement in the UK where he worked as ateacher of
Maths .
Despite he retired he renewed his activity in France ,became self-employed and worked as a private tutor from December 2012 till April 2014, oved 16 months and he stoped working due to a permanent incapacity to work. He died of cancer in a year.
According to the Law my husband got his right for permanent residency before continuing his 5 year probation period. This right covers me also as his family member irrespective of Nationality.
My residency card given under EU Law was running out in March 2018. We were struggling with the Prefecture for almost 2 years to get it.So that's why it starts from 2013 instead of 2011.
I applied for a permanent residency card 2 months before my old one was running out and I months later a receive a 5 years card again!
My question is:
Am I right to understsnd the Law?
Did my husband get his right for permanent residency before 5 years period as he was working in the member state for 16 months?
We lived here together for almos 4 years.
Your help will ne greatly appreciated.

I am sorry for your loss.
However you gain PR after 5 years, not before.

Where did you get the 16 months figure?
And why did you struggle 2 years with the Prefecture?

If you answer these we might be able to help better.
