CoE-RoA for a new born baby

Hello,

I am looking for an advice on CoE-RoA eligibility for a child born outside UK to parents with British citizenship. As both the parents are British (by naturalization process, not born in the UK), is it possible for the child, who is born in a commonwealth country, to come to the UK by the route of CoE-RoA. I read on the board that CoE-RoA certificate is stamped onto the passport so we need to apply for a passport first for the child. But since the child is born to British citizen parents, he can't have any other country's passport.

Any help will be much appreciated.
