FAMILY MEMBER OF AN EEA NATIONAL Application Refused

Hello, Hope to get some help.

I am syrian who's married to Spanish girl, We both are working in the UK.
My parents submited a visa application from Saudi Arabia as a FAMILY MEMBER OF AN EEA NATIONAL (stating my wife as sponsor).

In the application, there was a question if there is any other relatives living in the UK, As I have a brother as well here, I included him in the application as another son.

My father has a work residence in Saudi Arabia and my mother is depandant on him. but actually at the moment, they don't work there and thay have to pay to the Saudi sponsor to renew his permit every year.
We have provided all the requested documents showing the legal relationship, money transfer every month and ...etc. but their applications have been refused.

The said in the reasons of refusal that they have applied to join my brother as a dependant, but basically the sponsor was mentioned in the application was my wife. It was very confused reason.

Another reason, They mentioned that they tried to contact my parents. but no one has contacted them at all.

I have attached the refusal letters, please. any expert can help?

You must file a notice of appeal. It is not clear whether the problem is dependency or the inability to contact you and your wife.

Even if they are working, they could still qualify as a dependent if they require your support to meet their essential needs.
