EC under old rules - from Singapore

Hi All,
I received my HSMP approval letter on the 28th December 2008.

Can I apply for EC in Singapore itself (it is now one year since I am staying here).

Also I am seriously confused about some postings where it is mentioned ot maintain 2800 pounds for 3 months. from the time this rule came, there is no 3 months available to wait.

Please help. it's urgent.
