Should i go on with appeal or make fresh application

hi honorable member, hope you had a good Xmas? Good. I need your help. Here is my situation.
2003; entered the UK as student.
2006; wife joined me as a student dependent
2007; switched to post study work permit
2011; became over stayer after HSMP visa route abolished.
2016; applied FLR FP discretionary leave for wife and kid due to cost involved and were successful
2017; applied same but refused because
1) i was in genuine and subsisting relationship with wife so application was assessed on partner route
2) I have not lived in the UK for 20yrs
Appealed against the HO decision and appeal postponed to 19/03/2019.
Now my first child is ten years and is now British Citizen and the second 7yrs since the last hearing date.
What are my best options in your views and enormous experiences? Thank you
