HELP! Urgent Enquiry on IHS Fee!

Dear Expert,

Hope you are having an excellent start in 2019.
As you all know that IHS fee is going to be increase for double in 8th January, I would need an advice from you expects.

I have just got a tier 2 sponsorship and just submitted my application. I planned to help my partner to apply the dependant visa in next month, however, I need a new plan when I saw the news of confirmation of IHS increment.

The idea comes up to my mind now is to start the application first and pay the IHS fee but do not process the submission of application and then she could complete the application next month.

Do you think it is a feasible way to avoid that huge difference of IHS fee?

See the following procedure:
"Pay the healthcare surcharge
If you’re making an immigration application online you pay the healthcare surcharge as part of the application process. You must complete the payment and return to the online immigration application in less than 30 minutes."

I saw the statement in the government website.
So if I could do it by post, it should be alright?

As I remember when I did my tier 2 application, the process is start application -> fill in information -> PAY -> redirect to IHS website and pay IHS fee -> redirect back to the application -> fill in several things -> pay the application fee -> submit application and make the appointment.

I think they are separated website and there is a field for IHS reference if I have paid before.
And also there is a refund policy if I paid twice or visa application is refused or withdrawal of visa application.
So it sounds the worst scenario is to apply for a refund if it fails.

I know I am playing tricks and it is not a normal question but you know the difference of IHS is so huge.
So just want to see if my understanding is correct.
